Read the years as plans, and note what is missing
A planned start year is a unit's latest plan, not a forecast. GEM reports one for only 44 of the89 units under construction, so a large share of the capacity below sits in a "not reported" row rather than in a year. Nothing is estimated to fill it.
Capacity is summed per unit, so a terminal with several trains appears once per train, in that train's own year. Under-construction capacity only: proposed and operating capacity are never added in.

Have the plans moved?
44 units under construction have both an original and a latest planned start year in the tracker. Of those, 42 are now planned for a later year than first planned, 0 for the same year and 2 for an earlier one. This counts only units where GEM reports both years, and says nothing about the units that report neither.
Every ingest of a new release is compared with the last one, so movement in these years will show up in what changed. The terminals themselves are in the under-construction directory, and the ships being built to serve them are on the carrier order book.

- How much LNG capacity is under construction, and when is it due?
- 89 terminal units are under construction in the September 2025 release. Only 44 of them have a planned start year reported; the timeline groups those by year and shows the rest as not reported rather than guessing.
- Is a planned start year a forecast?
- No. It is the latest plan Global Energy Monitor holds for a unit, and plans slip. 3 units are still under construction with a planned year earlier than the 2025 release. Treat each year as reported, not expected.
- Why are export and import capacity not added together?
- Export capacity is liquefaction output and import capacity is regasification send-out. They measure different things at opposite ends of the chain, so this site always shows them separately.
- Have planned start dates moved?
- Of 44 units under construction with both an original and a latest planned start year, 42 are now planned later than first planned, 0 unchanged and 2 earlier.
