Why are FSRUs and floating liquefaction vessels not ranked here?

Because their capacity figure describes storage or a process plant rather than the cargo a ship carries between ports, so ranking them beside carriers would compare unlike things. They appear in the vessel directory with their own type.

Do ships still being built count?

No. Only vessels Global Energy Monitor reports as operating are ranked. Under-construction and proposed ships are shown in the order book ranking, kept separate.

Why do several ships have exactly the same capacity?

Because shipyards build series of sister ships to one design, so identical capacities are the norm at the top of the table. Ties are ordered by delivery year, then name.
