Why does capacity show as several figures rather than one?

Because operating, under-construction and proposed capacity are never added together anywhere on this site — a proposed train may never be built, and combining them would produce a number that describes no real state of the world. Each status is shown on its own.

Are all owners shown for a terminal with many stakeholders?

Up to four are listed, with the total count noted if there are more, rather than silently dropping names past a limit — see the terminal's own page for the complete list.
